Based on UNDP's diversity of client needs and partnerships, the Office of Human Resources (OHR) in the Bureau for Management Services offers a wide range of HR consulting and talent management services that enable UNDP to deliver fully integrated enterprise-level development solutions. In this context, BMS/OHR is focused on the implementation of an ambitious and forward-looking four-year strategy called "People for 2030", which will gradually transform UNDP's culture and enable its workforce to deliver more and better results.
With "People for 2030", BMS/OHR aims to be at the forefront of human resources in the international development sector by developing high-quality and innovative human resource solutions and driving change across UNDP. Designing general job descriptions that are integrated with recent UNDP corporate initiatives is the key element of effective organizational design.
BMS/OHR has recently developed various frameworks to enable agile organizational design, including the new competency framework, new templates for job descriptions and requisitions, as well as new organogram and departmental tree structures, new contract modalities, etc.
In this regard, the current generic job description (JD) library requires extensive updates to adapt to various corporate initiatives. Under the direct supervision of the HR Specialist and in coordination with the Assistant OHR Director, the consultancy therefore aims to support the revision of general JDs for employees and the development of TORs for PSAs based on the new UNDP Competence Framework and Service Delivery Model.
The consultant is responsible for delivering the following deliverables:
exit 1. revise94Generic JDs for employees based on the new business processes, new JD template and competency framework and formation of focus groups to discuss JDs and necessary changes.
exit 2. Develop15Generic TORs for PSAs based on the new business processes, new guidance and new competency framework and form focus groups to discuss the TORs and input required.
Edition 3. Prepare a summary report covering the key points of the developed generic JDs and TORs, including all supporting material, and participate in the presentation to management if required.
The consultancy must be managed and administered by OHR/BMS and implemented in close consultation with relevant stakeholders across UNDP. The deadlines for submitting the results are as follows:

- At least a bachelor's degree in human resources, management or another related discipline is required.
- A minimum of 7 years of experience with personnel management, including job design, is required
- Experience in similar roles within the UN system or with other multilateral organizations is desirable
- Experience in preparing job descriptions that align with the organization's competency framework is required
- Experience in developing policies, SOPs and guidance in personnel management is an advantage
- Fluency in spoken and written English is required;

The application package contains the following (uploaded as one file):
- A cover letter with a brief description of why the applicant believes they are best suited for the position;
- Personal curriculum vitae or P11 detailing all previous experience from similar projects and detailing the respective assignment period (from/to) as well as email and telephone contacts of at least three (3) professional references; And
- A technical proposal/methodology explaining an initial overview of how the consultant will revise the generic JD and develop new TOR, including how they will work with other business units, what support they will need from BMS/OHR and any comments he may have to do so. The maximum number of pages is 3.

Shortlisted candidates (WHEN) will be prompted to submit onefinancial proposal.
- The financial proposal should be prepared on the basis of costs per item (cost per JD, TOR and report).must be all-inclusiveand consider various costs incurred during the contract period, including: the daily fee; (except mission trips); livelihood at the duty station; communications, supplies and consumables; life, health and other insurance; Risks and inconveniences associated with working in difficult and dangerous conditions (e.g. personal safety needs, etc.), if applicable; and any other relevant expenses related to the provision of the Services under the Contract.
- As this consultation is a homework assignment, there are no planned travel expenses for participation at the workplace or for the journey home.
- In the event of unforeseen travel requested by UNDP, payment of travel expenses, including tickets, accommodation and terminal costs, must be agreed between UNDP and the individual consultant prior to travel and will be reimbursed. In general, UNDP should not accept travel expenses that exceed an economy class ticket. If the IC wishes to travel in a higher class, he/she must do so at his/her own expense.
- If the provider is employed by an organisation/business/institution and he/she expects his/her employer to charge an administration fee for the process of redundancy to UNDP under a Reimbursable Loan Agreement (RLA), the provider must disclose this and ensure, that such costs are duly reflected in the financial proposal submitted to UNDP.
The financial proposal must be emailed as per the instructions in the separate email sent to the nominated candidates.
Applicants will be evaluated based on the skills and experience required above, as well as the technical evaluation criteria listed below. Applicants will be assessed based on the total number of points. Using this weighted evaluation method, the contract will be awarded to the individual consultant whose offer has been evaluated and determined as follows:
- Be responsive/compliant/acceptable; And
- You have obtained the highest score from a predetermined set of weighted technical and financial criteria specific to the tender, with technical criteria weighing 70% and financial criteria/bid weighing 30%.
Technical assessment - Overall 70% (70 points):
- Criterion 1:Documented technical expertise and working design experience as documented in the technical offer.Max 20 point.
- Criterion 2:General experience with personnel management.Max 10 point.
- Criterion 3:Professional experience in a global institution similar to UNDP.Max 10 point.
After reviewing the applications received, UNDP will invite up to three technically qualified candidates for an interview. Please note that only selected candidates will be contacted.
- Criterion 4:Interview.Maximum score: 30 points.
Applicants who obtain at least 70% of the maximum points obtainable for the technical criteria (70 points) will be considered for the financial evaluation.
Financial result - overall 30% (30 points)
The following formula is used to evaluate the financial proposal:

p = score for the financial proposal to be evaluated
y = maximum points for the financial proposal
µ = the price of the cheapest offer
z = the price of the offer to be evaluated
The candidate achieving the highest overall score in the combined assessment of the technical and economic assessments will be considered technically qualified and will be awarded a contract with UNDP.
The consultant works under the direct supervision of the HR specialist in coordination with the OHR Deputy Director
- Payment to the individual contractor is made on the basis of the completion of the deliveries by the due date and acceptance of the deliveries by the technical manager.
- Payment is made on the basis of the services/services to be provided.
- Partial delivery of each issue is not acceptable. Payment is made on the condition that each service is completely delivered.
- The results of each outcome must be complete and accepted by the approving employee (HR Specialist - Organizational Design and Workforce Planning).
